The Disaster Regional Procedures Manual of the Ministries of Foreign Affairs is activated. b. The information and coordination mechanisms between HACC and the EOC are activated. c. Member countries confirm availability. d. Disaster stricken country reports on the reception focal point and operational details for the approach, deployment and operation of HAR. e. Assisting country mobilizes, concentrates and sends HAR Activation Protocols: No. 3 2. Assessment shows that losses and damages are of a national-regional and Central American magnitude, importance and reach. 3. It is necessary to enhance Humanitarian Assistance capacity, by means of an international appeal. 4. The HACC is activated and enhanced 5. The Foreign Affairs Manual is fully activated. 6. International Humanitarian Workers confirm their HA availability and request pertinent permits toTransit Countries. 7. International Humanitarian Workers report the time needed to deliver HA to the HACC of the affected country. 8.
