Principles of the National Disaster Prevention, Mitigation and Response System

With this study, Dr. Julio Icaza Gallard provides an integrated vision of the principles that govern the Nicaraguan system. Dr. Icaza highlights the fact that the study represents a significant contribution for future reforms to, and improvement of, the existing Nicaraguan legislation in this field. The study may also be of significant help to students of comparative law and all professionals interested in learning about these experiences and their adaptability to the national reality of Nicaragua.

In this study, Dr. Icaza interprets the principles that rule the National Disaster Prevention, Mitigation and Response System. He does so in light of the general law principles, the modern doctrines of political constitutional and administrative law, and the new approaches of public management. He establishes the necessary links with Law 337, the National Constitution and the major legal standards and regulations of Nicaragua, to which the author has contributed considerably.
